Attesting Transcript from HEC (being worried about sending official docs)

Hello,
In order to get my transcript and provisional certificate attest from the HEC (Higher Education Commission) , I have to send them to the HEC office in Islamabad and HEC only accepts original documents.
I am a little bit of worried about sending the original documents.

Is there anyone who sent their documents including Transcripts/Degree to the HEC from Karachi and get their documents back in time ?

Any help would be appreciated !

It is perfectly fine you don't have to worry about those certificates including your degree infact you've to make two photocopies ("normally photocopies are for the record just for them each copy attestation will cost you RS 500") of each certificate so that you'll bring it with your original documents and submit it to the BISE LHR ,ISL , KHI,FSD for attestation of your original documents they'll give you time after sometime you'll get back to your documents on your mailing address or you need to pick up those documents from BISE. HEC attest only degree not the certificates because if you'll submit through specific BOARD they'll courier your documents to IBCC they'd verify your documents and attest it after that you'll have it back.

From here you'll have to attest your documents first by submitting it to the require BISE , ibcc.edu.pk/Attestation.htm
You need to attest it from Ministry of affairs too after getting it from BISE go and contact'em mofa.gov.pk/content.php?pageID=telephonedir

You are implying that before attesting from the HEC, I have to attest my Documents from the Board of Intermediate Education (BIE) ?
and after which I have to attest them from the Ministry of Foreign Affairs ? only then I could send my docs to the HEC ?

How much time BIE would take for the attestation of Inter certificates and how much time the MOFA would take for the attestation ?

These are the instructions of the HEC for the attestation,

V. DOCUMENTS REQUIRED
(PLEASE ENSURE THAT THE FOLLOWING DOCUMENTS HAVE BEEN ATTACHED WITH THE APPLICATION FORM)
Receipt of payment of Attestation Fee.
Original certificates/degrees from Matric onwards along with transcripts of degrees.
In case of 'O' and 'A' level certificates, equivalence Certificate from IBCC is required.
Photocopies of certificates and degrees from Matric onwards along with transcripts are required(for HEC record).
“Equivalence of HEC” in case of Bachelor or Master Degree, etc from abroad.
Copy of Computerized National Identity Card.
In case a degree has not been issued, the Detailed Marks Certificate/Transcript can be attested provided:
a) Verification letter from the Controller of Examinations of the concerned university is attached.
b) After 3 years, degree will be mandatory and only transcript will not be attested on verification alone.
For attestation of “Shahadatul Almiya fil uloomm al Arabia wal Islamia” please enter particulars of Middle, Aama, Khasa and attach equivalence of HEC.
For attestation of “Equivalence letter” issued by HEC, attach original Equivalence letter alongwith attested copies of all documents.
For the attestation of "CPSP Fellowship/Membership" certificate get it verified from the controller of examinations of CPSP before submitting to HEC.
In case application is being submitted by Authorized Person, the following documents are required:
a) Authority letter duly attested by a Grade 18 or above officer for the authorized person.
b) Copy of the Computerized Identity Card of the Authorized person.

Note: HEC attests original documents first then photocopies. No request for the attestation of photocopies would be entertained without the attestation of original documents.


There is no mention that I have to attest my documents from the MOFA or BIE first.

Well i could say that you might could have the right information but what i'm telling you is the best thing which i heard it from the professionals so i thought its good to share it with you if you need , No doubt HEC is also responsible for attestation but they'll send it to IBCC first before they do somethin' otherwise you may try i don't think that you'll have any problem.

BISE LHR ,KHI , FSD ,ISL etc. boards would have different policies about how much they'll take it could take 5 , 10 , 15 days .I'm also worried about the same thing my friend i've given the information as much i know about for more they'll tell ya after visit.

I Recommend you to go to your district BISE board and then give your documents to'em without any problems all you need is this.

HEC Attests degrees/transcripts and diplomas awarded by the HEC Recognized Universities/Degree Awarding Institutions of Pakistan both in public and private sector.

According to IBCC,

All the SSCs, HSSCs, Diplomas, Shahadat-ul-Saanviat-ul-Aama, Shahadat-ul-Saanviat-ul-Khasa, Marks Sheets, School Leaving Certificate etc. should be got verified from the issuing authority/Board of Intermediate and Secondary Education/Board of Technical Education concerned before submitting it to IBCC for attestation. IBCC will attest only those certificates which have been verified by the respective issuing authority.

What does that mean, Am i supposed to get my Matric/Inter Certificates verified before giving them to IBCC for attestation ?
From where I can get them verified ?

If your living in LHR Then go to BISE LHR board address of the board will be on their websites and if they're asking for attestation of degrees only then you've to go to BISE LHR BOARD / HEC / FORIEN AFFAIR OFFICE / OCS /any of this with your complete original documents along with photocopies basically what BISE LHR would do is they'll courier your documents to IBCC they'll verify it from HEC and attest it after that send it back to your mailing address.Probably it is a good thing to bring your documents from matric certificate to your latest degree diploma or certificate along with their two photocopies sometimes they ask for your matric certificate or degree same as inter.

For more information get a BISE LHI , KHI , ISL OR FSD or any other city board address and go there , there will be an department who deals with attestation system is known as "R & D " i don't know about the others but this is for LHR board.

don't worry send the Original docs that is the only option to get attested but before sending make sure;

1- your matriculation and Intermediate docs must be attested by BISE
2- HEC will only attest your universities docs
3- make sure all the docs Matriculation .......onward must have same name, father name , DOB (even not spelling difference)
4- no more than 1 degree/diploma etc.... in any specific year
5- if you have different spelling on certificate/degrees get get it corrected.....otherwise objection and...no attestation

6- HEC will attest the docs then after that the Ministry of Foreign Affair will attest

Now, my original bachelor degree and transcript both are already attested from HEC back in 2012. I just need photo copies of my degree and transcript to be attested and get sealed in an envelope by HEC.
Do I still have to send original SSC/HSC and marksheets to HEC for attesting the photo copies of my degree and transcript? (remember my original bachelor degree and transcript are already attested by HEC) because somehow maybe when I was moving to Dubai I have lost my original SSC certificate and SSC marksheet. Sad
Also, for this purpose should I use Gerry's service (as i am not in Pakistan) or send my family member to Karachi regional office for faster process?

No, you dont need to send intermediate certificate to ICAS. Just get your graduation certificate and transcript attested and sealed by HEC in their envelope and send it by your self to ICAS.

do I need to attest it again
or do I Just need to get them sealed from HEC

Hi Guys, your posts are really valuable.

I managed the attestation from HEC Karachi three days ago and the sealed envelope has reached WES today (Friday, 31 Oct 2014) in the afternoon. I am confused about one thing though. When I log on to HEC website (das.hec.gov.pk), the statuses of all the education credentials from Matric till Masters are showing as “LOCKED - APPLIED FOR ATTESTATION” (MyProfile>>Education) whereas when I click the link on the main page of the same website “Please Select the Documents you wish to Attest from HEC” it shows Original Degrees from Bachelors onwards as “ ATTESTED” written in Green Color.

Is it ok? Coz I ve been reading on the forums that WES will verify the online status of those attestations on HEC website. Kindly evaluate the above scenario and let me know if the status on HEC website is correct or do I need to visit HEC for correction? If yes, what corrections are required in particular?
