Where on this site did you read that an AIP is usually followed by a refusal? I actually found from numerous threads that an AIP is a very positive sign unless it was sent as an error.

First I did not state that receiving AIP follows by a refusal, I said "most" and I say after reading a few posts made on this website.
furthermore, I did read something about an error where they were sent AIP.
