Is it possible to apply for Atlantic Immigration Pilot, if I complete two degree programs of length 1 year each? Instead of completing just one program that is two-year length?

Yeah, but confused about the degree requirements. In the link you posted, they say "should have a degree" and "should live 16 months out of two years". In another place they say, 'have a 2-year degree'

Do you know which govt agency runs the atlantic immigration program? So I can contact them for clarification?
There is no “should” if you are referring to International Graduate stream or any other stream it states “must”.

To qualify for the, you must:

  • have lived in an Atlantic province for at least 16 months in the 2 years before getting your degree, diploma or credential
Education: You must meet all of these requirements:

  • You must have at least a 2-year degree, diploma, certificate, or trade or apprenticeship credential from a recognized publicly funded institution in an Atlantic province.
  • You must have been a full-time student for the entire duration of your studies.

Can you explain why there so much timegap between old AIPP and new AiP ? 27 months vs 4 months... while program is same... why IRCc is not processing old applications under AIPP.. What could be reason..its job driven program and should process fast..
