Note na pilot program ito - and base sa mga dating pronouncements ng former Immigration Minister, ang desire is to retain newcomers in the Atlantic provinces. Meron na kasing existing immigration quota ang 4 provinces based sa kani-kaniyang PNP programs, and was said before na itong 2000 is on top of the combined existing quota ng mga PNP ng mga provinces. Given one of the aims is retention - then expected meron mga idadagdag na 'Intent to live' clauses sa applications.
So NB already has this sa existing PNP program nila - this is why in terms of all the 4 provinces we see sila ang pinaka mabilis under AIP. At the same time, existing na din ang process nila to have employers na me demand for skilled workers to meet prospective qualified immigrations and provide a job offer para qualified to meet the points required.
As to kung mabilis ang process - this is driven by the provinces - so expected sa onset mas mabilis ito sa Federal processing. Observations is any pilot program mas mabilis ang processing - there is a desire na makita na successful ito (politically). Note lang under the initial information provided ng program - there are other ways na mapapabilis ang pagpunta sa Canada. If the employer so desires and ang need for the skilled worker is really immediate, pwede naman mag-apply agad ng WP thereby shortening the time na mapapaalis ang immigrant, and the rest of processing for PR can be completed in-country.

Two provinces in the same session schedules? - so if this holds - then an applicant may "shop" their application between provinces?

Pareho tayo ng tanong pero sa tingin ko depende yan sa demand whether attendees skills meet the Atlantic employers requirements then Atlantic might not open it to those who didn't attend.
