I recd my ATIP today and in Eligibility assessment 2 it says In-progress. What does Residence 229 mean? The due date stated is March 21, 2016.

The problem with the ATIP is that it barely scratch the surface of the actual information bank IRC or former CIC is using. The notes in the ATIP are placed in accordance with the current at the time Internal Operational Bulletins which most likely recently have been modified.
On top of that they are not accessible to the general public.
Specially with the change of the power in the country from Conservatives to Liberals you can see that the tone from IRC has changed for better. The reason for that are also the modified Internal Bulletins.

That's why is almost impossible someone to read properly these notes because the definitions are available only for internal operational use.

Having that in mind that these notes might be the same as a note, but according to the internal bulletins they might have different reference.

Went thru the ATIP again and 229 refers to residency requirement. I have 1418 days as against 1095. So I don't know what's keeping them from making a decision and giving me an oath invite. They have cleared me of all the other requirements like language, knowledge, criminality check etc.

Usually after the interview they order through their internal business channels your CBSA records for verification, sometimes CBSA doesn't respond on time, hence this point is considered pending. Most probably this is your case a delay which is caused from lack of inter-institutional communication.
The problem for delays is often caused from the third parties involved in the process.
The ATIP report usually doesn't show any information obtained from third parties.

what IRC or former CIC does is, they request info from third parties and if these parties doesn't respond on time the file gets stuck until they respond.
The applicant unfortunately has no control over that.
