At what stage can I say I passed eligibility check?

My CEC is now at medicals passed and we're processing your bg check. At what stage can I say passed eligibility?

This seems like IP2 and it means your security check is going on. Not sure about eligibility, but yes have passed R10 check.

Now you just wait for your golden mail, which may come any time based on your security check. All the best....
