ALL economic class applications (Federal Skilled Workers, CEC) are mailed to CIO-Sydney for intake. They can be mailed from anywhere in the world, and can be processed at visa offices around the world. Therefore - outland.

actually they don't accept CEC application in visa offices around the world anymore. Can only be sent to Nova Scotia now

You are correct that all applications must be mailed to Nova Scotia. But the Central Intake Office (CIO-Sydney) only does intake, they do not PROCESS the applications. The applications are processed by visa offices around the world.

For most CEC applicants who reside in Canada, the visa office of choice is CPP-Ottawa.

But for applicants who have returned to their home countries, it may be more convenient to have their applications processed overseas. For example, an applicant from India returns to India. S/he cannot legally send a passport in the mail to Canada, so it is better to have the application processed in New Delhi. There is also the possibility that the applicant is called for an interview...
