At what point can foreign worker apply for PR here in Canada? 2nd work permit

Hi,

My friend and his wife are from the USA but have been living here for 6 years. They are on their second work permit. Each was issued for 3 years. They also have already had 2 children here who are Canadian citizens. At what point do they (the parents) become eligible to apply for PR and how does one go about it?

Unfortunately it's impossible to answer your question based on the very limited information you have provided. The fact they are working in Canada doesn't automatically qualify them for PR. They will have to research Canada's various immigration programs to understand what the requirements are to apply and determine if they qualify. Having Canadian citizen children isn't of any help until they grow up and are working adults who can sponsor them.

Only if one of their jobs falls under NOC A, B or 0. If their jobs are lower skill levels (C or D), then they won't qualify.

If they do qualify, they will have to submit an Express Entry profile and hope they have sufficient points to be selected. As of now, only applications with 450 points or more have been picked. At least one of them will have to take an English language test and have their education evaluated before they apply.

Again - they need to read through the program details on the CIC web site to understand what it will take to qualify and apply.

I think they will qualify under the NOC but not sure if they will get the 450 points. If they are selected how long does the whole process generally take?
