I got NOI on Feb 27th. Registered in ONe-Key on March 9th, and on 10th they announced the 6 months/ 14 days rule. Since the draw did not happen on 22nd, I submitted my application on 22nd night. Now, I am just waiting. Meanwhile, I had sent an email to OINP regarding the 6 months/14 days rule and asking them if I get 6 months because I registered in ONe-Key on 9th before they posted the new rule on their website. This is the response I got, extremely confusing. Lips sealed.
Any NOIs sent as of February 23, 2017 will be valid for six months for applications to the HCP stream.
After you successfully register a profile, you must submit your application to the OINP with 14 calendar days. Any NOIs sent as of February 23, 2017 will be valid for six months for applications to the HCP stream.
Your NOI will continue to be valid should you not apply within 14 calendar days after successfully registering a profile.
Please note that the Human Capital Priorities stream will be paused and reopened periodically until the province’s 2017 federal allocation is fulfilled. You will not be able to submit an application should the Human Capital Priorities stream be paused, even if your NOI is still valid. Notification will be provided when the stream is paused and reopened via the OINP Updates webpage.

Please be advised that the deadline to submit your application under Ontario’s Express Entry Human Capital Priorities (HCP) Stream may be fast approaching.
The Ontario Immigrant Nominee Program (OINP) would like to clarify the deadlines for the HCP Stream:
1. Your Notification of Interest (NOI) is valid for 6 months. This means that you must register a profile for the HCP Stream in the OINP e-Filing Portal within 6 months of receiving your NOI from Ontario.
2. Once you register a profile for the HCP Stream in the OINP e Filing Portal, you must submit your complete application to the HCP Stream within 14 calendar days.
The 14 day deadline to apply following registration for the HCP Stream must not be confused with the validity period of your NOI from Ontario.
