So you need to get to Canada first. You need to apply for a visitor visa. You need to show funds to come to Canada, travel history, ties to home country (spouse, child, job letter with approved leave, properties etc.), travel history and reason to travel. If approved, you claim when you arrive in Canada. Make sure you have medical reports, police reports, emails/letters to show that you are persecuted in your home country.
