Assistance regarding H&C application for single parent

How old is your parent? Can they care for themselves? Why can they not visit with a supervisa? Do they have any family back in their home country? You have only been trying since 2019 for PGP which is not a long time. Many have been applying for much longer and parent sponsorship is never guaranteed. How many children are in Canada and have all been applying since 2019 and all meet LICO since 2016?
63 is not that old. Assume she can care for herself (cook, wash herself, shop, etc.). Does she have any family in her home country? How many children are in Canada? Have all been applying for 2019 and met LICO since 2016? Why can she not return home and reapply for a supervisa?
She has no family at all in her home country? The family doesn’t have to provide care but do they live in her home country. How many children are in Canada? Did they all apply for PGP and meet LICO since 2016? At 63 she would be able to care for herself. Is she able to cook, do her shopping, shower and dress herself, etc.? It is very common for it to take multiple attempts to get selected for PGP. Why can’t she visit under a supervisa? You can certainly try for H&C but it isn’t guaranteed and if denied your mother may have difficulty visiting Canada. Although many would like for their parents to get PR and move to Canada there is huge demand for limited spots so many are in your exact position waiting to get selected. Being a single parent doesn’t guarantee H&C especially at such a young age.
And who was going to be taking care of the parent should have been one of the MAIN considerations when everyone was immigrating .
