Ans)
There are no exceptions to this rule. We want to ensure that all applicants are evaluated against the same standards, no matter what their language of origin, nationality or ethnicity.

2) What changes are you making to the language requirements?
ANS:
Under the changes to the Federal Skilled Worker Program and the Canadian Experience Class, all new applicants are required to include the results of an English or French language test as part of their application.

Previously, applicants also had the option of proving their language ability via a written submission. The written submission was intended for people whose first language was English or French. However, non-native English and French speakers frequently used this option, making it difficult for visa officers to perform an accurate assessment of the applicant’s true language ability. As a result CIC now only accepts designated third-party language tests as proof of language ability.

Thanks Om Sai. However it does not specify if this rule is applicable to only new candidates or old ones also. It does say that the New applicants are required to submit this which implies that old ones do not. Under the following that you posted, please see the highlighted section by me. Maybe that changes something.

When I had initially applied through my lawyer, I was asked to only submit a written document that could assess my language ability.

i see, if the law during that time requires ielts, then you wait for their signal.. but i guess during that time it did not require ielts, because i have a colleague now who also passed his application in 2005 but until now he did not receive any updates yet from embassy, so he did not take ielts yet...your application will only be affected with the prevailing laws on the time you applied, meaning whatever changes the embassy may have at the moment will not affect you since you are way back in 2006.

and i guess, you are done with your full documents to the embassy, right? did you receive a respond from them stating what to do? had you been told to wait for 5 years to process your papers? so, that means the embassy has not yet processed your papers and you have to wait for the time specified by the embassy...and see what happens, if the embassy will require ielts then that is the time that you are going to take, but in case the embassy will give you the option to prove your fluency in the use of the english language then you can write an explanation and provide some docs that support your claim, like transcript of records with good grades in all english subjects, certification from your employer that your medium of communication within the premises of your workplace is english and your latest ielts result..that is if writing an explanation is an option.

Thanks Maharlika for your comments. May I ask which country your colleague applied from? I applied at Delhi and I think the processing time is 5 years.

Dear kramvi,,

You should do the IELTS again as it is valid only for 2 years, I've been living in UK for a while and have sent an english proficiency letter along with some of my international publications to CHC but they asked me to submit IELTS. so I would strongly advice to to do IELTS.

i have been living in USA for past 11 yrs ... my lawyer still asked me to appear for the test .. i had the option to submit written explanation or IELTS ... as for my background ... i have a BBA and MBA from Texas and have been working for an investment bank since my graduation .. now you be the judge if i am proficient enough as far the language goes :) ... just a friendly advise .. take out the uncertainty as much as you can ..

In any case only the Visa officer has the say. I did my Bachelor's degree and specialized in languages and taught English language for 5 years. My Bachelor's degree was evaluated by World Education Service in Canada and the equivalent in Canadian standards was 3 years Bachelor's in foreign languages ( English). I also completed my Master's Degree in Communication and Administration taught in English.

When i submitted my application i wrote a written submission and below are the notes written by the visa Officer in my Caip Notes.

My Official language is English and French my second language.

What do you think?

KNOWLEDGE OF OFFICIAL LANGUAGES
IELTS / TEF subject? No, English Speaker
Written submissions? yes
Study or work abroad I? Yes, Finland, China, USA.
Working in an international environment or a french or English is the
working language? Yes

From this my experience you can guess for your case.

Yes, i think it is good and other members have said it is good. Only these notes were placed and my points were not yet allocated according to my Caip notes. My FILE BF'D TO: PS ON 22-01-2011 and i am planning to order Caip Notes to see what they did on the BF'D date.

What is the meaning of PS?
