I got the letter from my employer in Canada , and I wonder how about the letter value ? how many percent does the employer get positive LMIA ?

It isn't a job offer? It is a resolution by town council that they support the employer applying for a LMIA. Will it give the employer a LMIA, you will have to wait.

I do not know percentages or chances. You would need to research that yourself. Once you get a LMIA, you still need to apply for a closed work permit and show that you are able and experienced to do the job.
