I have a friend in Pakistan she has done master in Entomology from University of Agriculture Peshawar. She got four years of work experience and has Ielts of band 6. Her hubby has 12 years of experience.. According to her she has uncle who is living in Canada.
Her inquiries are as following
Can she apply under skill worker visa category ? If yes whats the procedure ?
Can her uncle be the referee ?

It depends on a few things:
She needs to have scored 6 in each band of the IELTS, not just 6 overall !
You didn't mention her age.
Her uncle must be a citizen or PR; not on a work or study visa.

Can her uncle be the referee ?
The Express Entry process does not involve referees.
But she does score an additional 5 points in the FSW grid because she has a relative who is a Canadian PR or citizen.

If her uncle is a PR or citizen, she scores 5 points.

But if she scored below 6 in any of the IELTS bands, she is ineligible, even with the additional 5 points for her uncle.
