Hi Guys, I was creating my EE profile today and it came out ineligible. Prior to making my profile, I checked my eligibility in a tool and it gave me a reference number stating my profile is eligible. When I was creating my EE profile, I used this reference number and it took all the information and filled some forms automatically.

Below is my profile.

ECA Done - Canadian Equivalency(CE) is Masters Degree. However, I got ECA done for both my Bachelors and Masters Degree. For Bachelors degree, CE is Bachelors Degree (4 years). When I was creating my EE profile, I filled in the information for both the degrees. Also quoted the ECA Report Number. ECA report number in soft copy of report is 123456SSC (hypothetical but in same format) and I quoted as it is. Just wanted to check have I done the right thing? Cant understand why my profile says ineligible.

IELTS - Details for the test was taken in my eligibility tool form which I filled prior to creating EE profile. In EE profile, it only asked me have you taken IELTS and I answered Yes. For French, I answered no. My score is L-8, R-7,S-7,W-6.5

For occupation, primary occupation falls under NOC 1313 (NOC B). 2.1 years if experience in 1313. It asked me the date when you started practicing and as per my interpretation it is the date when I started working on this job. Please correct if my understanding is wrong. Also it asked me to list all my work experience and give a suitable NOC title for it. In my career, i worked 2.1 years in 1313 and 1.2 years in 1312 and mentioned the same. My current role is different and it has no suitable NOC and hence I did not mention it. I hope Job title does not matter much as many companies have different designations and what matters is the roles and responsibilities mentioned in Reference Letter from the employer.

My wife is accompanying spouse in my application and I mentioned her IELTS score as well which is L-7.5,R-8,S-6.5,W-6. Also, she has a B.Tech in Computers Science and her ECA says Bachelors degree (4 years).

I mentioned 17600 CAD in POF for two people.

My wife experience is close to 5 years in NOC 2173 and have mentioned the same.

Am I doing anything wrong here? I cant understand as to why my profile shows ineligible because as per my understanding I am fulfilling the eligibility criteria for FSW and EE.

Can any of you please help me with this? It would be really appreciated.

It is correct that title is less important and what matters are the roles and responsibilities. However, as far as CIC is concerned, all jobs are classifiable under the NOC system, and you have to choose the NOC that best describes the job. If you need help identifying the NOC, we can help if you describe the duties. You'll need to provide an NOC to get points for that job.

Am I doing anything wrong here? I cant understand as to why my profile shows ineligible because as per my understanding I am fulfilling the eligibility criteria for FSW and EE.

You may meet the EE CRS criteria, but you also have to meet the criteria of the FSW program. Have you calculated your points under FSW?
http://www.cic.gc.ca/english/immigrate/skilled/apply-factors.asp

Based on the info you provided here (which may not be complete), I got a score of 55, which is below the "pass mark" of 67 points. So calculate your FSW score -

It could be a system glitch too. Once profile is ineligible it stays. You will have to make a new gc key and make another profile. All the information you provided seems to be ok. It shouldn't be ineligible. However, have someone sit with you and keep an eye when you fill out the profile. Sometimes we miss out or enter something wrong that a helping eye can catch. I hope your new profile becomes eligible.

Good luck

Hi Jes_on.. Thanks for replying. I have checked my points for FSW program using the link you provided. I am scoring 74 points. Below is break up.

1. English Language (IELTS): L-8 (CLB9 - 6 points), R-7(CLB9 - 6 points), S-7(CLB9 - 6 points), W-6.5(CLB8 - 5 points). Total 23 points for English.
2. Education - Masters Degree (ECA done by WES). 23 points for Education. On the selection factors for Education it says something below.

University degree at the Master’s level OR University level entry-to-practice professional degree. Occupation related to the degree must be:
NOC 2011 Skill Level A, and licensed by a provincial regulatory body. Now, I am confused here. I have a Masters Degree in Financial Mathematics and my primary occupation code is 1313 - Insurance Underwriters which is NOC B. But above point says occupation related to the degree must be NOC A. Now is it applicable for Masters degree or is it applicable to University level entry-to-practice professional degree.

3. Experience: 2.1 years in NOC 1313. 11 points.

4. Age: 29. 12 points.

5. Arranged Employment in Canada: 0 points.

6. Adaptability: Spouse IELTS Score. L-7.5, R-8, S-6.5, W-6. 5 points.

Total Points: 23+23+11+12+5 = 74

I am pretty sure it is correct. Please advise.

Thanks manidhatt.. I will create a new one. Just one question. Does occupation has to be NOC A only in case of a Masters degree. I am asking this because on the selection factors page for FSW it says Masters degree or university level degree entry-to-practice. Occupation to be NOC A. I think this applies to latter not Masters degree. Can you please help me with this.

Based on the information provided, you are eligible for EE. That NOC detail applies only to the entry-to-practice degree.

Try starting with the 'Come to Canada' tool instead of creating a profile directly using the GCKey. And when asked 'When did you qualify for this profession' input your year of graduation.

Thanks Asivad. Regarding "When did you qualify for this profession". I completed my Bachelors degree in July 2006 whereas I started this profession (NOC 1313) in July 2008. From July2006-May2007, I completed a one year Post Graduate diploma from India. However, I did not get ECA done for this because university from where I completed this was not recognized. Moreover in 2010-2011, I completed a Masters degree from United Kingdom and have got ECA done for that. From May2007-July2008, I was working in NOC 1312 with another organization. But experience in NOC 1313 > experience in NOC 1312 in terms of number of years. I am chosing NOC 1313 as primary occupation for obvious reasons.

In this case, what should I put in "When did you qualify for this profession". Should I put July2006 because thats when I completed my Bachelors degree or should I put July2008 because that is when I started NOC 1313 occupation.

Please advise.

You can choose to input July 2006 here. For most NOCs 0/A/B, college graduation would be a valid and sufficient prerequisite.

Hi Asivad and others. I created the profile for the second time and now it is showing "Processing Submission" in the Details Tab whereas the Messages tab has an entry "None". Can any one help what does this mean? Did I manage to create EE account this time successfully?
