If I've got admission in Montreal, can I first arrive in another city in a different province to stay with my relatives and travel , a month before my classes begin?

You can, you will have to show proof of funds for the one month you are going to spend before your classes start. You will also need to have an onward ticket to your destination province.
I think I can answer this question more accurately than anyone else because I am going through it now I am in Vancouver landed 6th of September you can come in any city and live freely before starting your classes if you're Visa is approved even it's beneficial for you to justify your arrival before starting classes you can say you will stay with your relatives simple

And how early do you think one can come, is 5 weeks okay?
Because I've heard that the officers there send you back and ask you to book a later ticket to Canada.
All CBSA are really interested in is that when you arrive you can appear convincing that you will not need to work illegally before classes start, 5 weeks generally might be on the limit but in reality there is no written guidance and every entry is case by case.
You completed the hard part in getting an offer and a study permit so together with any upfront fees already have an investment that you / CBSA expect that you are not going to risk just by a temporary landing in another city/province without moving on to your final destination for start of classes.
