You are right. Having CSQ, no LMIA is required for closed WP. However, if we don't have CSQ, it is a problem. In my case, my WP is expired in August and I don't think that I can get CSQ before that month. I need LMIA before applying for WP.

I am in almost the same situation. My son is Canadian too and they asked me to declare him to the identity section too. Also they asked a photo because they had the rest documents.
So, my lawyer called them and wrote a letter explaining the situation and my file is back in processing.
When did the request your documents?

If you are short in time and if you have an opened WP you can go to the boarder one week before the end of your WP.
Then you can ask for a prolongation, they will give about 3 months more.

As I mentioned before, my lawyer called them, they admit that it is their mistake and she should write a letter explaining the situation, which she did.
It's not matter of trust, its matter of misinformation.

In accordance with Section 29 of this Act, these persons met the following criteria:

• their application for selection submitted under the Regular Skilled Worker Program was finalized, pursuant to Section 28 of the Act; and
• they filed an expression of interest with the Minister before December 17, 2019; and
• they were in one of the following situations:
  • their application, which was finalized under the Act, was submitted to the Minister under Section 5.01 of the Regulation respecting the selection of foreign nationals (CQLR, chapter I-0.2, r. 4); or
  • they were staying in Québec on June 16, 2019 while they held a study or work permit issued pursuant to Immigration and Refugee Protection Regulations (SOR/2002-227).
