The process changed, it's a fact! let's deal with it, if the market is requiring a group of NOCs that you are not part of, you will wait your turn, if you are here for 10 or 20 years, but the market is not asking for your NOC there is nothing to do, it's unfair to process the CSQ based on time. If you are here for a long time with all the human and social facts implicit you have other options, learn french for example and apply through PEQ. after 3-4 years living in Quebec is time to learn something (French), otherwise why you've chosen Quebec...
For your record, my NOC is very much in demand(2173), so I am not worrying a lot. I have been living in Quebec since 2010, paying tuition for my BA and MBA, taxes and also more accustomed to Quebec culture and values. What makes you think you are more worthy of getting it before me? Also, I don't know of any Bill 9 victim who wasn't qualified enough

My freinds, as a matter of fact most of the applicants go for provinicial nomination bcoz they ask easy point criteria for immigration than express entry.
It depends what is the good option for you, does not matter what you apply for.
Good thing is it seems they are working.
Govt already said they will give priority for victims of previous application system. So every body should wait for his turn.

I didn't say you don't deserve to have the CSQ before me, I was talking in general matters and if you are here for 10 years for sure you have a huge Canada experience and french knowledge I guess. So instead of calling yourself as "bill 9 victim" you can try other options, like PEQ, it seems people like to use excuses and play as the victim of almost everything.

Well Edveigae, I think you should also wait for 3-4 years on work permit, learn french and then apply for PEQ as you suggested to Bill 9 victims. Do not forget that these people waited for several years to get CSQ, and their applications were simply cancelled. When Mon Orojet was first introduced, applicants were promised to receive their CSQs very fast, as it was new, online system and had pointing system that was based on market needs. Does this sound familiar to you?
Believe me, I'm waiting for some years as well, and instead of play the victim I'm taking some actions and the PEQ for sure is an option, and for PEQ you need to wait for 1year (not 3-4 as you said), so why everyone with huge experience and high profile diplomas in Quebec does not apply through PEQ? People like to take the easiest path (not learning French) and them calling themselves "bill 9 victims", common, you chose to come and live here in Quebec, so welcome and deal with the facts. Good luck!

What did they ask for in your intent to reject letter?
I don’t have a birth certificate since government started to issue birth certificate from 1992. And I was born before 1992. I just sent MIFI with notarial birth certificate (without the photocopy of a birth certificate from hospital ). I first submitted this document in September and they ask me to provide them again in January without any explanation. I just thought they lost it. In February, they sent me an intention of refuse with the explanation of not accepting the notarial birth certificate. I wrote them an explanation letter and it works.

As i am not not a Bill 9 Victim. Thinking where will i fall in this queue :)

Yesterday administration company call me and said we received a letter from government about your VJO that still working or not and will work for next year or not.

nothing that I know, my VJO was issued last November.

Arrima invitation selection criteria is clear from the beginning for the 18k ( It is not depend on market need or Noc type) please check below website

I believe All people has concerns here what is priority for processing CSQ after get Arrima invitations

Processing times and priority are not transparent from MIFI , but there is a fact that no one out of the 18K got his CSQ till now

    • they were staying in Québec on June 16, 2019 while they held a study or work permit issued pursuant to Immigration and Refugee Protection Regulations (SOR/2002-227).
