Yes, it is still confusing. No idea about new or old candidates ? I have received the EOI but no documents request yet ? Probably need to give value test.

I dont think you need to give but who knows its quebec finger crossed .

Go to the practical guide to democratic and quebec values page 5 online assessment procedures paragraph 2. It said:
" Your attestation of learning democratic values and Quebec values must have been obtained in the two years preceding the examination of your selection request "
So i understand by that if you are already invited and have your status in treatment before january 1, they might not ask you to pass the test
