Arranged employment: A valid job offer has to be for permanent, full-time and not seasonal work in an NOC 0, A or B occupation.

Depending on your case, there are different factors that make a job offer valid.

1. You currently work in Canada on a temporary work permit, and:
your work permit is valid both when you apply and when the visa is issued (or you are authorized to work in Canada when your visa is issued), and

it means that, if you apply with arranged employment, you must maintain valid authorization to work in Canada throughout the entire application processing time, up until you receive your permanent resident visa and can land.

actually once the applicant begins to apply for pr, they are eligible e for applying a open work permit to stay, right?

Not exactly. Currently, the conditions to obtain a bridging open work permit are that you are within 4 months of the expiry of your current work permit, and you have received a positive eligibility decision. For CEC class, that is the AOR, but it varies for the different programs - see here.

Don't know if or how that will change in the new year.

Also note that if you are applying under arranged employment, you have to stay with the employer who gave you a permanent job offer, regardless of the type of work permit.
