Hi guys...need advice on this one....i was in canada since 5 years and i came to india a year ago...i have my friend who's running a retail business in Ontario and he is willing to help me to come again..so we are planning to apply PR supportive LMIA on my wife's name as i had bad history with CIC..and my wife has retail supervisor experience..

There are my confusion.

will it be approve as we both are not in Canada?
Last year i had my positive LMIA from that company but work permit didn't approve. so do you think that will make any problem in our current application?

The fact that you were applying for a work permit from overseas has nothing to do with it. Work permits are for foreigners so being in a foreign country is no issue. I suppose it was the second part of your answer that was the real issue and the officer didn't think you were qualified for the job. The same rules would apply to your wife and also your friend needs to prove theirs no canadian or PR suitable for this job which is hard to believe for a retail position.
