IRCC is very far from conducting online Citizenship tests, and I doubt it would happen even this year. They are simply considering it in theory, but there seems to be no actual action taken yet that shows they are serious in conducting those tests online.

But it was the same case in Apr(everyone in forum was denying about impossibility) for online oath. So its very much possible within this year as they are ready for the important step itself for online hence tests are the least most important step than the oath (and residency&other criteria).

Also we know that the guys whoever fail tests are evaluated by oral hence why this cant be done by online video oral exam.

I strongly believe IRCC can resume in-class testing. I recently took an IELTS test and there were so many social distancing and other covid-related measures in place for us, eg wiping the system after each thumb printing, allowing only 2 persons in the registration room at a time, etc. The earlier they device a means to resume testing - online or in person - the better for them really.

Good to know that IELTS centers are reopened...

This page is referring to online assessments for personality traits during the hiring process for public service. No connection to immigration or citizenship.
Referring to below note, he/she says that cic has the ability to conduct tests without waiting till covid disappears.
Correct but the concept is there.

I hope they do, but the problem is there are no internal initiatives yet to even proceed considering the online tests. They made the oath online because there are no real complications there, the test on the other side has more security concerns.

I can only think of proctoring exam if they intent to make It online... For example 200 people doing it live online and being watched by some invigilators remotely.
 
Why not to start taking tests while keeping distance. Keep the space in the sitting areas, make sure they use gloves while touching the question and answer papers. Wear masks while indoor. It's just 30 minutes so kinda doable.
