Called CIC just now they told me , the next step is , a letter with a decision and an interview at local office ! does this mean security checks are done ? I was that gob smacked I never asked the guy on the phone if my security checks were done.
 
I think it is. congratulations! by the way, you mention about CBSA as the second stage for security check. is this the same for outland applciation too?
 
I think CBSA are involved both inland and outland to check if you have any red flags on your passport etc...

Just called CIC again just to clarify and they said, still waiting for 2nd lot of security checks to come back, meaning CBSA ..so then I will get a letter from local office.

CBSA = Canadian border service agency
from the name i'm not that sure of what kind of checks they could do for the outland applications; unless the applicant was in Canada at some point, overstayed, was deported, etc; from my understanding most of the security checks outland r done by specific agencies in those specific countries at the request at the VO; it's case by case - for some people they could ask for more (even security interview) for others for less

my husband was in Canada for 10 yrs. failed refugee & was deported.

Vienna Visa office responded that there were doing background verification last June 2011. now, e-cas says medical results been received does that mean that they are done on the background checks & meaning from your response that there will be a 2nd part "security checks" after this? do you know how long should I wait?
 
To be honest, I'm not 100% sure with outland applications how the system works , but what I understand is, once medical results have been recieved on E-CAS , its a matter of weeks to a couple of months until you get PPR , just sit tight and wait a little longer .
