I am from Philippines and worked and became Permanent Resident in Singapore from 2005-2014.

We got PCC from Philippines and Singapore last January 2014 as a requirement for our Work Visa.

We landed in Canada March 2014.

Are both PCC valid even they are both more than a yr old? We went back to Philippines last March 2014 for 2 weeks before flying to Canada. Do I need to get a new PCC from Philippines?

Both the PCCs are valid assuming you've never visited and lived in either of those countries for more than 6 months in a row after Jan 2014.

where are you getting 'visited' from?

CIC talk only of lived, not visit.

"For countries where you have lived for six months or more, the police certificate must be issued after the last time you lived in that country."

Is PCC required for accompanying partner as well?

I used the word 'and' there. It is an overkill but doesn't change the meaning at all.

No you do not need a new PCC from Philippines because you weren't living in Philippines but in Singapore and only visited in March 2014. However you definitely need a new PCC from Singapore. This is because according to you, you lived in Singapore from 2005 until March 2014 when you left for Canada. As your Singapore PCC was obtained in January 2014 while you were still living in Singapore, you'll need to obtain another one dated after the last time you left Singapore ie March 2014.

Where did you reside between January and March 2014?

Valid point and good catch. +1 for this.

If the OP continued to live in Singapore till March 2014 after getting the PCC in Jan 2014, they would need a new PCC from there.
 
Below is the text from intake complete link in CIC site.

1. PCs are typically valid for one year from the date they are issued.

2. For the applicant’s current country of residence, the PC must be issued no more than six months before submission of the e-APR.

3. For countries in which the applicant no longer resides, the PC must be issued later than the departure date of the last time the client resided in that country for more than six months.

Reading above someone may argue that the line 1 and 3 are bit contradicting to each other but we can't do anything about it.
 
i cudnt find here in thread bt somewhere there was a issue wth pcc which was 90 days older on the day of submission.i am nt sure he was asked new one the file was refused...???

This is timeline of the events that happened after getting the PCC's:

Jan 2014-got PCC from SG and PH. Staying in SG
March 2014 - visited PH for 2 weeks then went back to SG for 1week then flew to Canada for 1 week (with work permit)
April 2014 - went back to Sg from Canada. Stayed in SG for 3 weeks and left for Canada for good.

So in this case, i still need to get Sg PCC and not PH PCC, is this correct?

Because you haven't lived in either Singapore or the Philippines for more than 6 months at a stretch since January 2014 (the month you got your PCCs), both your PCCs are valid.

Totally disagree with you. His country of residence was Singapore as he had been living there from 2005 till April 2014 whereafter he left Singapore for good to reside in Canada. As a result, his Singapore PCC which he obtained in January 2014 is invalid hence he needs to obtain a new one dated after the last time he lived in Singapore ie April 2014.
