Are autonomous organization employees considered government employees.

Good evening,

I am filling up forms for my parents. While filling up IMM 5669, Q8 asks for government position details.

"If you answered “yes”, indicate any government positions you have held in the past such as:

• Civil servant;
• Judge;
• Police officer;
• Employee in a security organization;
• Etc."

My mother is a professor at a public university and my father worked for an autonomous organization in Engineering role although funded by government. Are they considered government employee for this section?
