Are all TEER/NOC jobs LMIA-exempt under the Francophone Mobility?

In big letters it states:

LMIA exemption for TEER 4 and 5 workers

But the sentence following the blue section states:

The Francophone mobility work permit makes it easier for Canadian employers to hire you without a LMIA, if you meet certain requirements

When you click on "certain requirements", it shows a drop-down that says you can have an offer for any job TEER



So which is it, are all TEERs LMIA-exempt or is it just TEER 4 and 5?
