I was curious because I read that out of 60,000 graduates - 10,000 actually received a PGWV. Is this because most don't apply for them or because they only grant a few every year? I transferred from a US university and was kind of counting on this because most of my contacts and such are here in Canada now so I was hoping to go for permanent residence through the CEC. I'm doing a Bachelor of Arts so I doubt I would be competitive if they only grant a few every year.

ur entitled to apply and receive a pgwp only when u have studied full time consecutively without dropping out from ur program at the period of ur study.. Those people that was disqualified are the people that dropped out along the line. The law says that for u to be eligible, u must have studied full time and not part time.. hope this helps.. happy new year

And as hard as it may be to believe, not everyone wants to stay and work here :) Some students want to go home, to their family, friends... A small number are required to do so.
