Good Day,
Has someone applied to closed work permit and ARC (Authorization to Return to Canada) at the same time?
Can you please share your experience, timeline?
I have applied online for my closed work permit + ARC together on July 2021 (Mexico).
At this day I have not received any new from them

Yes, you can do both. And that was the right way to apply.

ARC processing times are generally quite long and even longer right now due to COVID. I think it's normal that you are still waiting. I think it's also unfortunately hard to say how long you might still be waiting.

I hope someone who have been through this maybe can share their experience.
Do you think this long waiting time maybe is a good sign? Ive heard most work/study permit rejections are sent quickly.
In my case, I paid for my tickets, I left on time, I just forgot to check my departure with CBSA, I didnt know I had to do it, but I complied with the departure order, I didn't overstay.

Your situation is quite unusual. Normally the people we see on this forum are applying for ARCs due to failed refugee claims. If you situation is more straight-forward, this means you should have a high chance of approval. However it also means that it's probably highly you'll find someone here who has gone through your situation.

The long wait doesn't indicate either a refusal or approval. It just reflects the slow processing times that are being experienced right now.

My situation is different, I couldn't comply with my residency obligation, so I got departure order in 2018, I left on time, I already had my return ticket to my country. I didn't overstay. I forgot to check my departure with CBSA.
I explained and included this in my letter, I also included an affidavit notarized that I promise I will exit Canada at the end of my authorized stay of the work permit and respect my obligations as a temporary foreign worker :)
