ARC for parents

My parents applied for parent sponsorship during the 2019 intake. On June 2021, they were required to submit an application for an ARC. Today, my dad received his ARC and was approved however, none yet for my mother. Should I be concerned? They have the exact same reason for removal (failed refugee claimant), no criminal history etc.

I noticed today too that a repeat medical request for both of them were being requested.

I got a letter from immigration officer to submit Authorization to return to Canada (ARC) letter for my visitor visa (Super visa) application. In the below site, it is said ARC application can be submitted through online but i don't see any instruction for online ARC application.

Can anyone please help me to know how can i submit online ARC application? Which portal should i go to submit ARC application online?
