once an exclusion order is over, it is over. there is no need to apply for an arc. and arc is when the person who is in-admissible to canada is seeking entry prior to the exclusion order being over.
 
Hi, if he was deported he will definitely need arc and they will also ask him for the money they used in transporting him back to his country.

an ARC is only needed if the person attempts to reenter BEFORE the exclusion order is over. If the exclusion order is over, there is no need to ask for permission to reenter, as it is a moot point because the status has been restored.

also, being DEPORTED is siginifcantly different than being issued an EXCLUSION order. Considering, the person's fiance/husband had a 1 year ban, my guess is that he was issued an exclusion order. A deportation order is significantly more serious and has a minimum 3 year ban.
 
A deportation order definitely needs an ARC....

are you the sponsor or spouse and good luck with your case - this is so nerve wrecking for all of us.

What kind of removal your husband has? exclusion or deportation?
