My wife (PA) is in Delhi - any advice/suggestion on who to get the PCC from :
(a) delhi police online website ( delhipolice.nic.in as directed by cic guidelines)
or
(b) vfs
or
(c) passport seva

Passport Seva kendra. They have a option on their site to apply for PCC. Take the documents along mentioned in the site along with it and you will get hand on hand
