one question:

Can I go to any border Canada / USA to do the flag poling?

Where should I go which border?
I found this near: Oroville / Osoyoos Border Crossing

and is there a website with the borders?

Yes, there is a website with border info. Google CBSA Border offices, and it should pull up. Or you can try searching with the actual name of the border. Not ALL borders will do landings, so you will want to call the border beforehand to be sure they are open and do landings.

Hi icy! sure.what's the name of your fb group? I'm crossing my fingers that we will receive a good news before this week ends or next week but if not, I will tell husband to call CIC.

Send me your fb email. :)

I was beginning to get a bit anxious with CIC then check this morning - tada!! The third line has been published on eCas for my husband

We started processing xxxxx application on June 7, 2016.

I still haven't received any communication about SA via regular mail or email, even though it was confirmed by an agent on May 30th. Happy to see an update on eCas. Finally something! Small steps....sending good thoughts to everyone.

I don't take that to suggest the IELTS was REQUESTED. To me, that suggests this person included the IELTS results in his initial package, even though it's not required. IELTS scores are not a requirement for spousal sponsorship, so unless it's specifically requested for some reason (Which it most likely won't), there's no need to worry about it.
