APRIL, 2016 EXPRESS ENTRY DRAWS

Hello Forumites,
I just gathered that the next draw is coming up by end of April, 2016.
Does anyone know how true this is?
Is it also possible to create my profile with CIC as soon as possible in order to try my luck in the April, 2016 draw when I have not gotten anything ready e.g my IELTS, Credential Evaluation Report, e.t.c ?
I am asking because my Lawyer has assessed my profile and now advising that I can actually start asap.
Has it ever happened that anyone was given ITA without either provincial nomination or employment in Canada?
Professionals in the house, please help with responses.

You must get all (IELTS, Credential Evaluation Report, e.t.c) before you apply because you must fill in the ref numbers for them. so starting means getting everything handy and I also believe you can get all the help you need here to personally take charge of your application process

@ Chymes, thanks for the assurance. I am really glad to know that I can handle my process by myself with helps from this forum.
I currently have a challenge. I have already paid WES for ECA, only for somebody on this forum to confirm to me that WES does not evaluate Certificate from my School (university of port Harcourt, Nigeria).
Don't really know what to do now.
Do you know of any other body approved by CIC who can assess my Certificate?
Could it be that I have already lost the money paid to WES?
Please help with a response. I'm bothered incase no body can assess my Certificate.
