But if you mean to ask if Family Class is a priority to CIC, then yes, i think it is .
The current processing for stage 1 is 86 days, then stage 2 is 9 months for Manila VO as per cic website. but in reality stage 2 takes around 1-2 months for PPR, then after that another 2-5 months waiting for visa issuance. There are some cases who got visas very fast (4-5 months from filing the application), but at the same time there are still some applicants from 2011 who are still waiting until now. it all depends on each case and complications. YOu can refer to each batch's spreadsheets for reference. For our batch (January 2012) the link is posted on my signature ;D
