Dear All,
Below is the diagram or the Steps by the CIC/CHC to assess our applications as we all know. It is a misconception that 2nd AOR is issued after Paper Screening Decision and Eligibility Review because Step 3 (below) explains what does it mean. (If it has been so as commonly believed, they would have explained the way we are assuming).
Step 4 means what we assume i.e. Paper Screening and Eligibility Review. (But what kind of letter is issued with additional information ???)
Step 6 is ''In Process''....
So we are wrong if we think we have cleared Paper Screening......ours next step may be Step 4 or we jump direct at Step 6...

Status of your application Explanation
1. APPLICATION RECEIVED Application Received by Citizenship and Immigration Canada (CIC)
We have received your application. After checking for completeness,
a file has been created and the information from the application form was entered.
2. Centralized Intake Office Sydney (CIO-S)
ELIGIBILITY REVIEW COMPLETE The review at the CIO-Sydney has been completed.
A letter with additional information has been mailed.
3. RECEIVED BY VISA OFFICE The application and documents have been received by the visa office.
4. Visa Office - Eligibility Review Complete The review of the application and supporting documents has been
completed at the visa office. A letter with additional information has been mailed.
5. Application Withdrawn We withdrew your application and your file has been closed.
6. In Process Based on review of your complete application package, it has been
determined that your application is eligible for processing.
