This visa process is by far the most obscure one I encountered so far . This forum was really useful to understand the necessary steps
I got a 10 years Canadian visitor visa for multiple entry approved. My timeline was the following.

May 06 2016 - Online application submitted
May 06 2016 - Confirmation of Online Application Transmission
May 06 2016 - Submission Confirmation
May 06 2016 – Biometrics request letter
May 09 2016 – Biometrics taken at the USCIS Application Support Center in Boston

May 17 2016 - Original Passport request letter received
I had a trip planned on 27 May until 20 June and needed my passport to travel. I called the VAC Centre in New York (646- 741-0130) and they told me that even if a send my passport on the 17th I would not be able to get it back before the 27th. As the Passport request letter is valid only for a month on June 20th it would be expired. I wrote to the consulate in New York (NewYork-im-enquiry@international.gc.ca) asking for an extension that would allow me to send my passport after June 20th, they did not reply until June 20, when they confirmed that the extension was granted until July 17th. I sent the same request through the CIC website using the form for special requests and to the address: CNGNYG@international.gc.ca.

June 20 2016 - Original Passport and prepaid USPS Priority Express Airway mail sent to VAC NYC (Carrier:USPS)
June 20 2016 - Money Order for VAC sent to VAC Lockbox Philadelphia,PA (Carrier:USPS Priority Express Airway) (US$36.09)
June 21 2016 - USPS showing Passport had been delivered
June 21 2016 - USPS showing money order had been delivered
June 23 2016 - Confirmation email received from VAC for passport receipt. Online tracking number included. VAC Status: Application Received.
June 24 2016 - VAC status changed to: Passport in transit to Visa Office
June 24 2016 - VAC Status changed to "Passport Received by the Visa Office - Under Consideration"

June 28 2016 - CIC status changed to Closed/Approved.
June 28 2016 - VAC status changed to "Application Processing Completed - In Transit to the VAC"
June 29 2016 - VAC status changed to "Application Processing Completed - In Transit to the Applicant from the VAC”
June 29 2016 - USPS Received (prepaid USPS Priority Express)
June 30 2016 - USPS Delivered. Received Passport with Multiple Entry Visa

my wife got passport req she was applied from usa , now she is in india so is she can submit pasport in vfs office in india or she should submit passport to usa cic i.e ny or losangles?

You can create mycic account and apply from there

You can not send her passport via mail to any other countries. So you can submit her pp to vfs global for trv stampping.

she applied on june 6th before that she got 3 refusals feb 16th march 23rd and april 9th , finally got pasport req on 30th june but have to wait is they approved or not . can i submit passport in india ?

If your wife is in India now she sure could submit it in person at the vfs global.thanks

Lol its the canadian consulate is stamping the visa and wherever in the world at a Canadian vo it would be fine....dont stress out...just ask your spouse to go to the nearest vfs office and they will explain it to you much better and if they cant receive your pp they will tell u other options too.ty

- Received 2-3 emails with the subject "Your application has been updated" but no activity in CIC account
June 29 2016 – Biometrics request letter
June 30 2016 – Biometrics taken at the USCIS Application Support Center in Detroit
July 4 2016 - Original Passport request letter received

July 5 2016 - Original Passport and prepaid USPS Priority Express Airway mail sent to VAC NYC (Carrier:FedEx)
July 5 2016 - Money Order for VAC sent to VAC Lockbox Philadelphia,PA (Carrier:USPS Priority)
July 7 2016 - FedEx showing Passport had been delivered
July 7 2016 - USPS showing money order had been delivered
July 8 2016 - Application received by VAC
- For some reason I never got the confirmation email from the VAC. I called them on the 11th of July and was
- informed that they had received my passport and they gave me the tracking number over the phone.
July 11 2016 - VAC status changed to: Passport in transit to Visa Office
July 11 2016 - VAC Status changed to "Passport Received by the Visa Office - Under Consideration"
July 12 2016 - CIC status changed to Closed/Approved.
July 12 2016 - VAC status changed to "Application Processing Completed - In Transit to the VAC"

July 14 2016 - USPS Tracking Activated (prepaid USPS Priority Express)
July 16 2016 - USPS Delivered. Received Passport with Multiple Entry Visa valid until expiry on my passport

Background:

Graduate student in the US. Spouse is a Canadian citizen
May 2015 - Applied for TRV. Was informed that my PR status (from 15 years ago) was still active and I either had to renounce my status to continue the application or apply for a PRTD. I chose to not take any action at the end and figure out my options. TRV Denied for failure to either renounce or withdraw application and apply for PRTD.
March 2016 - Applied for PRTD. Didn't have much of a chance as I hadn't visited in 15 years but decided to try applying anyways. PRTD rejected
May 2016 - Applied for a TRV two weeks after my PRTD was rejected. The time to appeal the PRTD decision had not passed but in my letter for the TRV I mentioned that I accept the PRTD decision and do not want to appeal it in any way
