If we are not sending PCC now do we need to provide any cover letter for this?
 
PCC is a non mandatory doc in the initial phase of processing. CIC will themselves call for a PCC when required.
Optionally, you can also send PCC yourself quoting AOR after you receive the acknowledgement.
 
Yes you need to add a covering letter if you are not submitting the PCC along with the package. I just checked with CIC agent

Do not check the box in the list unless you are submitting the doc. The covering letter will explain your PCC coming later.
 
I have the copies of the Police clearnace certificates which I got in Feb 2012.
Is it ok to submit those documents as they are valid for 1 Year?

Any body please correct my cover letter format.

Dear Sir/Madam:
I here, along with the Application for Permanent Residence in Canada, am providing explanation for not submitting the Police clearance and RCMP documents with this application.
I am Re-applying for the permanent residence under Canadian Experience Class and I had applied for the police clearance certificate again and it may take some time to get the documents to my address.
Once I received the new forms I will update with my application with new documents.
Please consider this request and accept the documents without police clearance certificate now..

I was going to ask also. I applied without PCC, because I lived in Saudi Arabia until I was 18. However in the forms it says since 18 for a period of 6 months or more. I only lived in Saudi Arabia for 4 or 5 months after I turned 18, then I moved to Canada. Should I get a PCC?

yes, submit the originals. Keep a copy or scan for yourself...

No. "The certificate must have been issued no more than three months before you submit your application."

The 1 year part means that if your application takes longer than 1 year to process, then you might have to get new ones...
