Applying with conditional offer letter

Hello,
Can I apply for study permit with conditional offer letter without proof that I have fulfilled the condition ?
The condition is that I'll have to send the university my official transcripts. Although I have sent my transcripts a month ago, still the university hasn't updated my database nor did they send any email confirming that I have fulfilled the condition. I am getting late Should I wait for some more days or I should submit my conditional offer letter ?

(P.S I'm a Bangladeshi applicant)

they won't send another offer letter brother, they'll just send an email confirming that my transcripts have been received.

hi i have received ofr leter frm university with condition to submit official transcripts.kindky suggest can i procced to submit fees or gic and visa apolication with conditional offer letter?
