I am a physician working in Canada under work permit and wish to apply for permanent residence under FSW category.
I will be applying to Buffalo CIC.Would I be required to appear for interview at Buffalo office? Do I have to leave Canada to obtain visa stamp and reenter the country or all the correspondence can be done by mail to my canadian address? What if I do not have visa for US ?

It is possible that an FSW is required to show up for an interview. If that happens, it will take place in the US if you picked Buffalo as your processing visa office. If you do not have a visa to the US, then you must apply for one if you are called for an interview. If you don't get it, you would have a problem.

If you aren't called for an interview, you would deal with Buffalo by mail, get the PR visa in your passport and then you could flagpole at the border to land without entering the US or you could see about making a landing appointment at your local CIC office.
