Hi,

I am applying for my daughter's US visa. We have our COPRs but haven't landed yet. One of the questions in DS-160 is

"Are you a permanent resident of a country/region other than your country/region of origin (nationality) indicated above? "

And the definition of Permanent resident given is "any individual who has been legally granted by a country/region permission to live and work without time limitation in that country/region"

Should I say Yes or No as we become PR only after landing?

You aren't a PR until you land in Canada though. I'm pretty sure you can say No.
