Applying under CEC from Quebec when planning to live outside Quebec

Hello!

I'm currently living in Quebec, but because of a lack of job opportunities, I am planning to move to Ontario. I have a lease on an apartment here for another three months, so will stay in Quebec until then.

My question is, can I apply for permanent residency under the Canadian Experience Class while I am still in Quebec? And if so, how do I prove that I plan to move and live outside Quebec?

Wondering if anyone has done this before.

Actually, I just got through to the CIC Helpline.

They say that this is possible, however, the "burden of proof" of my intention to move is on me, and if the CIC officer is not satisfied with the proof, they may reject the application.

They suggested as proof a signed lease form for a tenancy in the new place, or letters proving you've made job applications in the new place. But again, it's all about satisfying the CIC officer.

So, has anyone done this, or does anyone have any suggestions for other methods of proving the intention?
