Applying to schools.

Good day,

I am planning to apply to an institute in Alberta. Currently I am waiting for my PR visa to be approved if all things go well. The approval would be on June 26 either earlier or later. The fall semester will start on September 2019. Is it possible to apply to a school while waiting for PR visa?? Can I apply as an int'l student and have it changed to PR before school starts??

Any suggestions? I think it will be a long wait if I apply on Sept 2020.
