Applying to Quebec for PR - grounds for not issuing visitor visa in the future?

I'm a citizen of another country, but live in the United States, and know that once you have shown an "intent to immigrate" into the US, you pretty much have not chance of getting a visitor (tourist) or likely even a student visa to enter the country, b/c the local immigration service perceives that you have no intention of returning to your home country and thus may attempt to stay and work here illigaly .

Does the same apply to Canada? In other words, if I file "Application for a Selection Certificate" to Quebec, will I be red-flagged as a potential immigrant and have a lower or no chance of entering Cananda on a visitor or a student visa? :-\

You are talking about the concept of "dual intent".

Unlike the U.S., Canada will usually issue a visitor visa even if you have applied to immigrate. You will still need to satisfy the officer that you will leave Canada. However, there is no presumption against you that you will stay in Canada illegally.
