I'm a citizen of another country, but live in the United States, and know that once you have shown an "intent to immigrate" into the US, you pretty much have not chance of getting a visitor (tourist) or likely even a student visa to enter the country, b/c the local immigration service perceives that you have no intention of returning to your home country and thus may attempt to stay and work here illigaly .
Does the same apply to Canada? In other words, if I file "Application for a Selection Certificate" to Quebec, will I be red-flagged as a potential immigrant and have a lower or no chance of entering Cananda on a visitor or a student visa? :-\
