Applying to PRRA

Hi guys. My friend got US visa and came to Canada by crossing the border illegally. His refugee claim rejected, he lost appeal and Federal Court also. Now he wants to apply for PRRA.
I'm wondering does he can apply for it if he came from US? because of US the safe third country?

I don't think it's possible for him to apply for PRRA until 12 months have passed since the appeal was lost.

If they decided in their finding he came from a designated country ( the US) he can’t apply for 3 years. Given all his attempts have failed I doubt a successful PRRA will be possible. He can try,but I suspect CBSA will move quickly to remove him given their recent mandate to remove those who shouldn’t be in the country.

Hi , can you share your friend timeline when he claimed for refugee and when his claim reject ? Did he seek asylum in US?

January 2017 claimed, rejected on may, appeal rejected on March 2018, federal December 2018. No claim in US
