I applied for, received and submitted police certificates when I applied for study permit 3 years ago and came to Canada. Since then, I have not left Canada.

If I just submit the PR application with the outdated (3 year) police certificates, a letter of intent explaining I have not left Canada since then and a current Canadian police certificate (is this required?), will that be sufficient? What do you guys think?

It's nothing shady, I'm just having to dread applying for 4-5 police certificates all over again.
 
You do not require a PCC from Canada. You need to obtain it only if IRCC requests you to obtain after you submit your PR application.

If you have not traveled outside of Canada to your home country or any other country since last three years ( not even for a week or two), then your existing PCCs for those respective countries are fine and acceptable.
