I am new member to the forum.
I would like to apply for PR under CEC Category from outside Canada which will be from India. Can some one guide me or give me details on how to proceed/apply from india.

Yes , You can apply from India . There is no difference as such filing from inside Canada or outside .

Just remember you need to send application to Centralized Intake Office in Sydney, Nova Scotia (Canada) not Home country visa office .

People are saying that if I apply from India the processing time will be high compared to the application applied with in canada. Is it true???
In 3-4 months I will be travelling back to Canada.. if the above is true then i have to wait till i reach canada and then have to apply.

There could be couple months difference that's what i know . I know one applicant applied from India in Feb 2013 and Got medical request on Dec 2013 .

Not true, processing time completely depends upon the individual's application and the VO.... If you are qualified under CEC, apply, dont worry about the processing time, it will eventually happen.

Myself had applied from India on june 2013, and i dont see any differences in processing times. Other than asking for change in visa office.

However in the CIC website it is mentioned that..."We currently do not accept online payments for permanent residence applications under the Canadian Experience Class."...
What are the other mode of payments?
How can I obtain a demand draft from india in CAD?
Can I pay using credit card?

could you please advise.

You think if you do have a enough limit in your card than go ahead. Secondly, I have seen one applicant who applied from India and gave his Canadian CC number for payment. But, very unfortunate the Canadian CC company blocked that payment because, they thought it is attempt to fraud and later the month that applicant got his application back due to not payment

I would suggest you to apply from India and change your address after reaching Canada. All CIC communications are through emails, so dont forget to add cic.gc.ca to you address book.

And like other forum members have told, there wont be delay in processing just because you are submitting it from India.

I second to alijumani. You can pay using CC, I did like that.

An alternative suggestion would be, if you have some friends over in Canada, send your application to them and request them to take a DD and mail the package to NS. But as alijumani said there is a risk with CC.

You can visit to any Bank that issues DD in foriegn currency and get it it done. It will be issued only in select Branch locations, not all. I got it done for myself with SBI. It was very easy and conversion rate and service charges are reasonable. Got it issued within 1 hour on the same day. You will need to take a copy of fee payment form (filled) and passport for this.

Last month when I am including my child to the application I have seen exactly the same line in the CIC website. And so I included IMM5620 for payment. But when I sent out the documents with IMM5620, CIC sent me the following email. Following is the email on 21-Feb-2014


Thank you for your correspondence. Your documents have been associated to your application.
Please pay the processing fee of $150 CAD for your child's application. We do not accept the IMM5620 as a form of payment.

This payment must be made online. Please consult the following link for complete instructions: https://eservices.cic.gc.ca/epay/welcome.do?lang=en

 Read the instructions on each page, and click “Continue” to proceed
 Select the “Immigration” link, followed by “Spouse and Common-Law Partner in Canada Class” (you can also add your dependent child through this link)
 Enter the number of fee payments (1 or 2) in the box beside the corresponding fee.
 Click “Submit”
 Proceed to pay your fees by selecting “Pay” and then follow the instructions to pay with a credit card
