Hello.
After receiving my Selection Certificate for Quebec Immigration, is it possible for me to apply for PR from Canada? I currently live in UAE and would like to know the duration of time it'll take to get the PR if I apply for it from Canada.

Yes. Good decision considering that ADVO is taking 20+ months for PR processing.
