Yes u can so as to avoid time wasting ....but note that ur PR application will be categorise as
inland since u will be stating ur present Canadian address in ur application. God forbid if ur restoration is refused, and u have to leave Canada. Your file will change to outland application at a later time n will be transferred to Visa office that serves ur home country. That can cause a little delay for ur application. So, try to be sure dat u ll definitely get ur restoration before starting now.
