Isn't it true that if you have relatives/son/daughter living in canada, and then you apply for tourist visa for canada, there is high chance that the tourist visa will get rejected?

immigration officer will immediately assume you will not go back to your home country.

so what does this mean? people who have family members already in canada should not apply at all or just not expect a good outcome? this is some weird rules by canada immigration.

This is partially true. Actually this depends on few factors. If you can prove that they will return to their home country, there is a good chance you will get the visa. Below are the most common reasons which can make your case strong:
- They have a job and coming here during the vacations (You need to provide letter from employer)
- They have assets in back home (like healthy bank balance, property etc)
- They have dependent children in back home

As long as they have enough savings, ties to their home country, etc. there is a good chance of approval. Travel history to countries like the US, Australia, UK, etc. will also help.

1. Does japan travel history counts as "acceptable" in their eyes?

2. And, $30,000 cad, is too much? Or less? For 2 people tourist visa.

Japan should count as proof of travel but one trip only helps so much. 30k is a very good amount.
