I would like to know the time and the process for applying Indian e-visa and OCI.
1. How can I apply for both and what are their processing times & fees?
2. Can I apply for both at the same time?
3. Can I apply online?
4. Any other related useful information.

EVisa - https://indianvisaonline.gov.in/evisa/tvoa.html (apply online) (surrender the Indian citizenship/cancellation the Indian passport is not required)
OCI - You will have to go through BLS: https://www.blsindia-canada.com/
But before you apply for OCI you have to surrender the Indian citizenship/cancel the Indian passport (if you have not done so).

• You will have to create the OCI application online https://ociservices.gov.in/
• Once you have submitted the application online you will have to go to BLS (or you can courier your documents) center to submit the application along with the relevant documents (if you submit it person, make sure you carry all the originals of the documents mentioned in the checklist)

2. What will happen to the property/Vehicles that I own in India. Do I still own it?

I don’t know the right answer for the point 2

You cannot vote and you cannot own agricultural land as a non citizen.

I want to clear my understanding for OCI process. The first step would be to get surrender certificate and second step is to apply for OCI with surrender certificate. Is this correct?
And, I would like to know how much time it will take for getting surrender certificate.
Can I merge this two steps so that I don’t have keep sending docs separately.

You cannot merge both the two in one
Surrender first and after you get that in hand only then you can initiate OCI process
Surrender process takes 2-4 weeks
OCI process takes 4-6 weeks
These timelines are for in person submission at BLS. For postal applications add 2 weeks on top for each process

For surrender certificate it is needed to create an account and fill the form, however, when I went to the site it does not provide me any such option. Even though I have chosen region specific site, that is , hciottawa. Please can you the share link as to where I can find it. Thank you so much.

you need to register here and create your surrender application https://portal6.passportindia.gov.in/Online/index.html
For OCI you need to create your application here https://ociservices.gov.in/
